JUNTAS DE ACCIÓN COMUNAL Y CERRO MATOSO UNIDAS EN TORNO A SU FORTALECIMIENTO ORGANIZATIVO EN PRO DE LA POBLACIÓN CAMPESINA EN CÓRDOBA

Montelíbano, Córdoba, 22 de mayo de 2024. Desde hace más de tres años las 12 Juntas de Acción Comunal vecinas a Cerro Matoso - tanto de operación principal como el proyecto Queresas y Porvenir- han trabajado en procesos de fortalecimiento organizativo, apoyados por la empresa. Lo anterior, ha facilitado un mayor empoderamiento de sus líderes y miembros y los ha llevado a gestionar proyectos ante terceros, beneficiando así a la población campesina de estas organizaciones ubicadas en los municipios de San José Uré, Puerto Libertador y Planeta Rica, en el sur de Córdoba.

Estos procesos han contemplado el fortalecimiento de capacidades en torno a la gestión administrativa y comunitaria de las organizaciones, así como la adquisición de conocimiento en la Ley 2166, conocida como Ley Comunal. Igualmente ha contado con la asesoría de profesionales llamados, Formador de Formadores, certificados por el Ministerio del Interior, quienes hacen parte de la Federación Comunal de Córdoba.

La experiencia y conocimientos adquiridos en estos años han permitido que las JAC cuenten con mayores facultades y herramientas con las que pueden liderar, gestionar, reconocer deberes y ejercer derechos, así como presentar proyectos ante diversas entidades, logrando desarrollar iniciativas para avanzar en proyectos colectivos. Es así como nueve de estas organizaciones han logrado gestionar equipos como sillas, computadores, impresoras, video beam, entre otros, luego de la formulación y presentación de proyectos ante el Misterio del Interior, lo cual les permite facilitar los procesos de comunicación y cercanía con sus miembros.

Por otra parte, algunas JAC (Guarica, El Almendro, El Guayabo, Centro América, y La Odisea) participaron del proceso Memoria Histórica, un concurso audiovisual que les permitió mostrar su comunidad ante el Ministerio del Interior y generar acciones para el beneficio de estas. Igualmente, Guarica, El Almendro, Centro América, Bocas de Uré y El Guayabo gestionaron para sus comunidades proyectos de placas huellas con el fin de mejorar la movilidad para la población de la zona.

María José Díaz, de la Junta de Acción Comunal de Torno Rojo (Puerto Libertador, Córdoba) expresó: “Torno Rojo antes de estos procesos tenía muchas necesidades, pero con ellos hemos podido gestionar proyectos, aparte de los que trae Cerro Matoso a la comunidad, como es el caso de las viviendas y la educación. Por eso estos procesos generan impacto positivo y nos ayudan; nosotros participamos en el de Hojitas Comunales, que nos permitieron crear ambientes sanos para todos”.

Para Juan Navarro, de la Junta de Acción Comunal de Bocas de Uré (San José de Uré, Córdoba) estos procesos son claves, por lo que “Seguimos capacitándonos en temas comunales, gracias a Cerro Matoso y la Federación Comunal de Córdoba; así podemos aprender más de la Ley 2166 y sobre todo organizarnos como Juntas de Acción Comunal para seguir trabajando por la comunidad”.

Joyce Nessin, gerente de Asuntos Externos de Cerro Matoso, expresó: “desde Cerro Matoso nos sentimos muy orgullosos por el camino que han recorrido las JAC, en el que han demostrado pasión, compromiso, pero sobre todo disciplina. Ya muchas de ellas están viendo los frutos y estoy segura de que todas están motivadas por seguir aprendiendo, obteniendo experiencias y conocimientos valiosos que les permitan pensarse y proyectarse como comunidad, generando beneficios para la población. Los felicito y que sé que juntos, JACs y empresa, seguiremos trabajando por un futuro más brillante en el territorio”.

Recientemente las 12 Juntas de Acción Comunal iniciaron un nuevo ciclo de formación con el propósito de orientarlas y actualizarlas sobre la reforma de la Ley 2166 según el Decreto 1501 de 2023, que aborda los beneficios y deberes para los dignatarios de las JAC. Asimismo, se busca brindarles asesoría sobre los ajustes administrativos requeridos en concordancia con la normativa actual y la construcción de los estatutos como marco legal vigente de las juntas.

COMMUNITY ACTION BOARDS AND CERRO MATOSO UNITED THROUGH ORGANIZATIONAL STRENGTHENING IN FAVOR OF THE RURAL DWELLER POPULATION IN CÓRDOBA

Montelíbano, Córdoba, May 22, 2024. For more than three years, the 12 Community Action Boards (JACs) neighboring Cerro Matoso - both from the main operation and the Queresas and Porvenir project - have been working on organizational strengthening processes supported by the company. This has led to greater empowerment of their leaders and members and has led them to manage projects with third parties, thus benefiting the rural dweller population of these organizations located in the municipalities of San José Uré, Puerto Libertador and Planeta Rica, in southern Córdoba.

These processes have included strengthening capacities in administrative and community management of the organizations, as well as acquiring knowledge of Law 2166, known as the Community Law. They have also had the advice of professionals called "Trainer of Trainers", certified by the Ministry of the Interior, who are part of the Córdoba Community Federation.

The experience and knowledge acquired in these years have allowed the JACs to have greater powers and tools with which they can lead, manage, recognize duties and exercise rights, as well as present projects to several entities, achieving the development of initiatives to advance in collective projects. Thus, nine of these organizations have managed to obtain equipment such as chairs, computers, printers, video beams, among others, after the formulation and presentation of projects to the Ministry of the Interior, which allows them to facilitate communication and closeness with their members.

On the other hand, some JACs (Guarica, El Almendro, El Guayabo, Centro América, and La Odisea) participated in the Historical Memory process, an audiovisual contest that allowed them to show their community to the Ministry of the Interior and generate actions for the benefit of these. Similarly, Guarica, El Almendro, Centro América, Bocas de Uré and El Guayabo managed for their communities paving slab projects to improve mobility for the population in the area.

María José Díaz, from the Community Action Board of Torno Rojo (Puerto Libertador, Córdoba) expressed: "Torno Rojo had many needs before these processes, but with them we have been able to manage projects, apart from those that Cerro Matoso brings to the community, such as housing and education. That is why these processes generate a positive impact and help us; we participated in the Hojitas Comunales project, which allowed us to create healthy environments for everyone".

For Juan Navarro, from the Community Action Board of Bocas de Uré (San José de Uré, Córdoba), these processes are key, so "We continue to train ourselves in community issues, thanks to Cerro Matoso and the Córdoba Community Federation; this way we can learn more about Law 2166 and above all organize ourselves as Community Action Boards to continue working for the community".

Recently, the 12 Community Action Boards began a new training cycle with the purpose of guiding and updating them on the reform of Law 2166 according to Decree 1501 of 2023, which addresses the benefits and duties for the dignitaries of the JACs. It also seeks to provide them with advice on the administrative adjustments required in accordance with current regulations and the construction of statutes as the current legal framework of the boards
